The Lai Chi Kok Transfer Scheme forms an integral part of the overall flood control strategy for West Kowloon to intercept the surface runoff at six locations and provide a 3.7 km drainage tunnel to discharge directly into Victoria Harbour. Atkins is responsible for the detailed design of all underground structures.

The project is located in a dense urban area including three existing railways, viaducts and other building structures. To create the least impact to the environment, Atkins used a tunnel boring machine to drive within bedrock, mixed ground and soil over 40m deep and under high underground water pressure.
